In a stunning turn of events, just days before the California primary, Sheriff Gore appears to have embellished his FBI exploits. Statements like “I stormed hijacked planes, I did all that stuff,” could have been exaggerated and needs further explanation.

The emotional aspects of the San Diego County Sheriff’s race may have caused Gore, the current appointed caretaker of the Sheriff’s office, to misspeak or embellish his background as an agent with the FBI.

After dozens of phone calls to verify Sheriff Gore’s days as a young G-man in the FBI storming hijacked planes and killing bank robbers it seems it is Gore who has some explaining to do. According to multiple news stories Sheriff Gore talked about his high flying days in the FBI in order to shrug off complaints from San Diego Sheriff Opponents Jim Duffy and Jay LaSuer about his lack of street experience. This game of one-upmanship have led to more questions than answers

In several recent print articles published in San Diego County, Sheriff Gore is reported to have offered specific details, regarding his background in law enforcement, which in turn caused questions to be asked by many who found inconsistencies in the facts contained in the articles. And when contacted there were no requests from Gore to correct the obvious inaccuracies in the articles. In the East County Magazine story an email was sent from the Sheriff’s Dept. thanking them for a good story, said Miriam Raftery.

Those asking questions about Sheriff Gore’s comments about his background were concerned that he may have embellished details regarding his involvement in two incidents- a 1972 hijacking in Seattle and a bank robbery in 1978.

Once the details of the background check unfolded, dates did not match up. In the published articles, Sheriff Gore related his involvement in a 1978 bank robbery and a 1975 hijacking incident both of which occurred in Washington State.

Sheriff Gore says he stands by his record as a FBI agent and has no reason to lie about the details to prove anything to the Sheriff candidates Duffy and LaSuer.

When questioned and asked for specific details regarding his involvement in the incidents, Sheriff Gore began to validate his involvement by explaining that the hijacking incident actually occurred in 1973 rather than the 1975 as reported, and then proceeded to provide news reports. Both the 1973 and 1975 dates were wrong and the hijacking actually took place in August of 1972 according to the Seattle Times article provided by Gore. Further research pointed to the agents involved in the hijacking as Special Agent Dave Maples and Philip R. Miller from the Portland FBI office and they were driven to the aircraft by S.A. Martin, according to the book Society of Former Special Agents of the FBI.

When Gore was asked about the incidents in question, he was combative and claimed to not remember specific dates and questioned this reporter as to why a fact check was even needed. However, numerous discrepancies contained in San Diego news articles made it clear fact checking was necessary.

Gore described the hijacking event vividly with Raftery of East County Magazine.

“I helped stop a plane hijacking in 1975 (actually 1972). I was in a chase car under the plane (not how agents who boarded the aircraft recall the event), which had landed in Seattle. We came up with a plan to storm the plane…We convinced the hijacker he needed to put a new crew on the plane (the hijacker Frank Markoe Sibley requested a new crew with experience flying across the ocean). We sent in an FBI agent who had flown military planes (actually two FBI agents boarded the aircraft both with flight experience) and thought he could bluff his way through, but we didn’t know the hijacker had been a commercial pilot. He started quizzing our guy about specs of a 727 and realized he was faking…He made them [the agents] strip down,” Gore described.

“Our man had a gun in the lining of his jacket and he managed to toss it down to us (there is no mention of this). The hijacker handcuffed our agents in the front, instead of behind their backs, big mistake. He put him up in the pilot’s seat. Our agent dropped a Styrofoam cup or something pre-arranged…We raised up the gun on a pole and we were waiting to storm the doors…Sure as hell: boom, boom, boom! Our agent managed to shoot the hijacker and no one on board got hurt.”

“Then we went back in the terminal. There were 400 people there. To get a hero’s welcome was definitely a high for a 29-year-old agent (except to make this story plausible and accurate Gore would have to be 25 as he was born on July 11, 1947).”

The press contact for the Seattle SeaTac Airport, Perry Cooper (no relation to DB Cooper he says), searched for details on Gore and came up empty handed. Longtime newsman and purveyor of Seattle news, Chris Ingalls of NBC’s King 5 also checked into the story without any luck.

Seattle’s most infamous hijacking is the DB Cooper case, Cooper stole $200,000 and jumped out of the plane never to be found his case remains open in the FBI to this day.

When the FBI was contacted about the airplane hijacking, Seattle agent Fred Gutt (goot) said the agency doesn’t discuss current or retired employees with the media. However, the easiest way to confirm the story would be with the FBI report regarding the hijacking, but according to several law enforcement agencies the FBI is reluctant to work with any other agencies and is by far the most secretive operation in the United States.

Another event in the Seattle region that Gore spoke about was a bank robbery in which he claims to have shot and killed the robber as he fled the scene of the crime. Police records regarding the August 24, 1978 robbery indicate the event took place and the bank robber was killed by FBI agents. Three FBI agents’ names are in the police report; Gore is not one of them.

This is how Gore remembers the bank heist in Bremerton, Washington.

“It’s not like TV. When you take somebody’s life, it stays with you. That was in 1978. I was in a shoot-out with a bank robber in Seattle. He had a pistol. I had a shotgun…We had a tip that the bank was going to be robbed. I was outside and my wife who was an FBI agent—actually we were engaged back then–was inside, posing as a teller. All she heard was two shots fired outside. There were some tense moments, but the good guy won,” Gore told East County Magazine.

Similar recounts of the events appeared in the Voices of San Diego and the San Diego Union Tribune and it is worth pointing out that the Tribune has endorsed Sheriff Gore’s quest to continue on as Sheriff.

Gore’s academic, military and law enforcement record is certainly impressive. He finished his undergraduate work at the University of San Diego in 1969 and somehow picked up a masters at Seattle University, completed basic navel officer military training, finished a 20-week FBI training and serve in Kansas City FBI office all before the 1972 hijacking.

Something has to give. Plus, Gore is reported to have said he was 29 at the time of the hijacking, but he was at least 24/25 which would have made him a newly-minted FBI agent and it’s highly unlikely the FBI would let him plan and storm a high-profile hijacking case, according to law enforcement agents.

San Diego Sheriff Deputy and contender for Gore’s office, Jim Duffy says he is not critic of Gore’s FBI experience, but it’s his lack of California Penal code experience. “He has never arrested anybody and he recently spoke about arresting speeders and it’s unlawful for law enforcement to arrest speeders. He simply lacks the basic fundamentals of California law,” says Duffy. “This is where he falls short and it makes him unsuited for the Sheriff job.”

Gore’s other Sheriff Opponent, Jay LaSuer says, “If these embellishments are true he (Gore) has tarnished the badge of every law enforcement officer in this county.”

It looks like the voters have a tough decision in front of them tomorrow.

WHO IS APPOINTED SHERIFF BILL GORE?

A June 9, 2005 article in The San Diego Union-Tribune, stated that the FBI failed to seize at least 5 opportunities to intercept two 9/11 hijackers before the attacks, including two instances in San Diego County when the terrorists lived with an FBI informant and were befriended by a subject of a previous FBI investigation.

According to a report released by the Justice Department’s Inspector General, the FBI office in San Diego erred by focusing too much on drug investigations before Sept. 11, 2001.

Despite the fact that FBI headquarters had established counter terrorism as a top priority of the FBI in 1998, the San Diego field office was continuing to pursue drug trafficking as its top priority in 2001, the report stated.

The hijackers did not draw attention to themselves while in San Diego. They used the same names known to the intelligence community for all purposes.

One of the terrorist’s names was published in the telephone book!

Another serious FBI breakdown was the agency’s mishandling of a Phoenix FBI agent’s memo two months before 9/11 that outlined the potential for Osama bin Laden to send students to enroll in flight school in preparation for attacking civil aviation targets.

Two of the hijackers on board the airliner that crashed into the Pentagon trained in San Diego.

Mr. Gore was the FBI Special Agent in charge at the San Diego FBI office during this period of time!

This same person, Bill Gore, wants to be the Sheriff in this county.

RUBY RIDGE, IDAHO

In August 1992, three people died at a place known as Ruby Ridge, Idaho. Mr. Gore was the Special Agent in Charge at Seattle and was part of the command structure at Ruby Ridge when the FBI command structure changed the Rules of Engagement for the FBI (operating at Ruby Ridge) to basically a “Shoot on Sight” policy. The FBI was attempting to arrest Randy Weaver on a weapons violation charged in a warrant of arrest.

The FBI shooting policy in effect in August 1992 provided: “Agents are not to utilize deadly force against any person except as necessary in self defense or for the defense of another when they have reason to believe that they or another are in serious danger of death or grievous bodily harm. Where feasible a verbal warning should be given before deadly force is applied.”

The rules were changed as follows:
a. “If any adult male in the compound is observed with a weapon prior to the (surrender) announcement, deadly force can and should be employed, if the shot can be taken without endangering any children.”

b. “If any adult in the compound is observed with a weapon after the surrender announcement is made, and is not attempting to surrender, deadly force can and should be employed to neutralize the individual.”

As a result, Vickie Weaver was shot and killed while standing behind the front door of the cabin. She was not holding a gun, she was holding her baby!

News articles report that he (Gore) believed that “Any armed adult (who) emerged from the cabin… would be displaying clear disregard for the lawful demand to lay down arms and surrender.”

He believed that the Rules of Engagement seemed appropriate for the situation at Ruby Ridge. He understood that the Rules made any adult male with a weapon in the Weaver compound the subject of deadly force….

Regardless of whether or not they were a threat.

Mr. Gore never questioned or challenged the policy change or the rest of the leadership team regarding the potential for the unwarranted and unnecessary death of any person who was not a direct threat.

In a CNN report posted on the web on October 14, 1995, the following is stated: “FBI Swat team members told a Senate panel Friday that they were shocked by the “shoot-on-sight” rules in effect during the FBI’s 11 day siege of white separatist Randy Weaver’s cabin in 1992”
“My reaction is ‘you’ve got to be kidding.” agent Donald Kusulas told the committee.

Agent Peter King said that his reaction was “that’s crazy; that’s ridiculous.” and both men testified that they decided not to follow rules which allowed them to shoot on sight at any armed, adult male at the scene.

The U.S. Senate Sub-Committee investigating the events at Ruby Ridge, in their official report, stated, “Ruby Ridge represents a tragic chapter in the history of American law enforcement. The American people expect more and deserve more. If our government is to maintain – indeed, even deserve the trust of the American people, it cannot fear or avoid the truth.”

The 9th District Court said that the shooting policy was a gross deviation from constitutional principles and a wholly unwarranted return to a lawless and arbitrary wild-west school of law enforcement.

The U.S. Senate Sub-Committee, in their official report, stated “Rules of Engagement cannot eliminate constitutional rights with regard to certain suspects, even if they are particularly dangerous.”

Mr. Gore, when called to testify before the U.S. Senate Sub-Committee investigating the Ruby Ridge incident, used his 5th Amendment right against self incrimination and refused to testify.

San Diego Sheriff candidate- and former Chief of Staff for republican Ron Roberts- JIM DUFFY appeared as a guest on my show last night and dropped what some may call a bombshell.

When asked if he would position himself “to the left or to the right of opponent Bill Gore” Duffy said:

“Definitely to the left of Bill Gore. In fact I will be to the left of all other candidates”.

When asked to give examples on which issues he will be on the left, none were offered.

Interestingly, Duffy supports permits for concealed weapons and using the local Sheriff’s department to enforce federal illegal immigration law.

The 2010 San Diego County Sheriff’s race started early and fierce with a controversial action by Sheriff Kolender and the County Board of Supervisors. Sheriff Kolender choose to retire mid-term and following his wishes, the Board chose to appointment the retiring Sheriff’s hand-picked successor, Bill Gore, x-FBI lifer, as interim Sheriff; providing a significant incumbent advantage over the other candidates who will be running for Sheriff in 2010.

Critics also complain that the Board of Supervisors never considered Gore’s direct leadership during the FBI’s 1992 siege in Ruby Ridge Idaho, resulting in the homicides of a family’s mother, son, and the family dog prior to his appointment. Nor was his subsequent choice to “plead the fifth” in front of the Senate subcommittee which later found substantial fault in the FBI’s response to the Ruby Ridge incident. The sheriff’s race is about to get ferocious.

A groundswell of new conservative grassroots political groups are demanding less government intrusion in their lives due to their fear of encroaching socialist policies and programs of the Obama administration and his politically aligned congress. These various groups, referred to by the President’s pundits as “Angry Mob’s”, may have a significant and unanticipated effect on the upcoming Sheriff’s race.

The Democrat’s sweeping victory in January, while a time for celebration for many, was the de facto “shot heard around the Nation” for political conservatives; and not just Republicans. Libertarians, Independents, and all other persons who believe in limited government, free markets, and private property and states rights are joining forces. Whether their issues are excessive taxation, illegal aliens, gun rights, encroaching socialism or the erosion of constitutional rights, citizens with conservative political beliefs have been making their voice heard though a wildfire of high profile grass roots activities. The Minuteman protests, The Tea Parties, the Open Carry Initiative, the highly protested bank-bailout, the threat of government censorship of radio, the 912 Project and now the Obama-care protests at town hall meetings this summer have seen a massive growth of conservative citizen participation in almost every aspect of the political process.

For the upcoming Sheriff’s race in 2010, two issues stand out among the minds of these conservative groups: Illegal Immigration and Firearm Rights.

Initially championed by a small group of citizens in 2005, the political issues voiced by the Minuteman Civil Defense Corps regarding illegal immigration now resonates soundly in the minds of a majority of likely San Diego County voters, especially conservatives. A lack of progress toward immigration issues such as border security, illegal alien deportation, the end of birthright citizenship, overcrowded schools, strained hospital ERs, abuse of the social welfare programs, overcrowded prisons, Latino gang violence, unchecked sanctuary cities and the rumor of an amnesty bill as the President’s next agenda item have conservatives from all persuasions seriously concerned. That concern, combined with other hot-button issues such as unemployment, Obama-care, appointment of self-identified collectivists and Marxist supporters as presidential Czars have conservatives hopping mad and showing up at protests throughout the County, earnestly demanding that government back off of their headlong rush toward American socialism.

Two of the candidates for Sheriff’s, Bruce Ruff and Jay LaSuer, have identified illegal immigration, and it’s current lack of enforcement  by the Sheriff’s Department led by interim Sheriff  Bill Gore, as key aspects of their campaign. Unlike Ruff & LaSuer, Gore has not published any of his political positions on any issue on his website. Instead, he appears to be taking the safer route of “positions by proxy”; publishing a large  list of his endorsers, which reads like a political who’s-who in the County. Both Ruff and LaSuer promise to have the Sheriff’s Department enforce violations of immigration law and publicly recognize the societal costs which illegal immigration is causing in San Diego County. If either of these two candidates becomes Sheriff, it would reverse decades of Sheriff’s department policy of providing a sanctuary county to illegal aliens.

Adjacent to the US/Mexico Border and a critical gateway to the greater sanctuaries of Orange and Los Angeles Counties, San Diego County has been a key route for illegal entry into the U.S. since the 1960’s. If the County Sheriff’s Department were to eliminate its sanctuary policies, it would join numerous other Southern border counties now enforcing immigration laws; making it more difficult for illegal aliens to make it to safe haven sanctuary regions. This has not been lost on the most prolific Sheriff in the Southwest regarding illegal immigration; Sheriff Joe Arpaio of Maricopa County Arizona. Sheriff Arpaio has endorsed Jay LaSuer for Sheriff, who not only promises to enforce immigration laws, but also is considering implementing Sheriff Arpaio’s highly successful and controversial “tent city” program; which has reduced jail overcrowding and incarceration expense in the largest county in Arizona. This idea tends to go over well with conservative voters, which LaSuer appears to be targeting with his campaign appearances at gun shops and local talk radio studios.

Equal to or possibly greater than the issue of Illegal Aliens among the conservative activists, are 2^nd Amendment firearm rights. Numerous firearm rights groups in the County, as well as many ordinary gun owners are up in arms regarding what they see as a continuous assault of their 2^nd Amendment rights by Sacramento’s liberal law makers and their constant legislative onslaught of anti-gun bills every session; significantly reducing the availability of firearms and ammunition to sport shooters and gun collectors.

Despite California’s bans on “assault weapons,” “unsafe” handguns, private gun sales, and sales of two handguns in a 30-day period; its 10-day waiting period on all gun sales; and its denial of carry permits to people who don’t have the right connections, the Golden State’s murder and robbery rates are 12 and 20 percent higher, respectively, than in the rest of the country.  –NRA Institute for Legislative Action

California, still a bastion of liberal political control, is one of the few remaining states to fail to amend their Constitution to create a “shall issue” concealed weapons law; providing for the issue of concealed carry handgun permits  (CCW’s) to law abiding citizens (39 States are now effectively “Shall Issue” states). Current California law allows each of the State’s 58 County Sheriffs (and the police chiefs of 15 of those counties due to low population numbers) to determine their own policy for CCW permit issue. This procedure is criticized by gun rights advocates due to the tendency of urban Sheriff’s choosing to issue permits exclusively to politicians, the rich, and the famous.

In response to this, numerous grass roots pro gun rights organizations have gained significant popularity and membership. A large and rapidly growing online group named Calguns.net, a community of firearm enthusiasts, has successfully promoted “Open Carry” protests. These protests involve members meeting in public places with unloaded handguns as both a protest and as a public education opportunity regarding what they view as inequitable concealed carry laws in the State. A sister organization of Calguns.net is currently suing Sacramento & Yolo Counties for violating citizen’s  2^nd amendment rights, related to their failure to issue CCW permits to qualified citizens. This will most likely end up at the Ninth Circuit Court of Appeals if not the Supreme Court for a decision.  A recent front-page news article in the San Diego Reader (They Carry Guns, July 15^th, 2009) brought the Open Carry movement into the local community spotlight. Additional weekly protests initiated in Escondido by a new grass roots Open Carry Group last week continue to push the issue to the forefront of community awareness and heated online discussions.

The only candidate for Sheriff who has embraced a more liberal issuance of CCW Permits in the County is Jay LaSuer. He points to lower violent crime statistics in Shall Issue states, self-reliance for self-protection, and his personal pro Bill-of-Rights stance as reasons to support the issue of CCW permits to the law-abiding citizens in the County.  The other candidates for Sheriff have failed to support this grass roots citizen’s issue, and may pay for it at the ballot box. Bill Gore in particular will be at a significant disadvantage in attempting to woo votes from gun rights proponents, since “Ruby Ridge”, like the other 1990’s “Waco” incident, are commonly rallying cries against government oppression and infringement of 2^nd Amendment rights. The FBI under the Clinton administration, which later championed the now defunct Federal Assualt Weapons ban, led both controversial FBI incidents.

Conservatives are organized, energized and are on the warpath. They will be turning out to the polls in droves in 2010, determined to right the perceived wrongs of the current liberally controlled State and Federal governments. Liberals leaders are still basking in the diminishing glow of their recent political wins and planning their next moves at the federal level. It may be difficult for them to rally their supporters sufficiently to get them out to the polls in sufficiently to influence local issues. Conservatives will be looking to promote their hot button agendas, and Illegal Immigration and CCW Permits fall soundly into that category. The underdogs in the Sheriff’s race, Jay LaSuer and to a lesser extent Bruce Ruff, might garner significant support from those turning out to the polls in 2010, turning back the County’s tradition of voting in Sheriff’s who have for decades turned a blind eye toward illegal immigration and citizen’s 2^nd Amendment rights.

This Saturday, September 12^th, The candidates for Sheriff will be holding a public debate in El Cajon from 3-5pm at the El Cajon Amphitheater. This is the first debate since their June 2^nd debate, which was held primarily for Deputy sheriff’s, sponsored by the Deputy Sheriff’s Association (who not surprisingly soon thereafter endorsed candidate Jim Duffy, who spent six years with the DSA as a board member).  This time around, the debate is sponsored by a local TEA Party and the El Cajon Gun Exchange. The crowd at this venue should be a microcosm of this newly energized conservative movement, which could make for a very lively event. It didn’t take 13 bullets to execute Border Patrol Officer Roberto Rosas, but he’s just as dead as Officer Zeppetella. Border Patrol Officer Roberto Rosas, who was buried in El Centro Friday, leaves behind a young widow and two infant children. Why? Because illegal aliens know that San Diego County law enforcement — including the present Sheriff — looks the other way when it comes to illegal activity by Mexicans.

Sheriff Jay wants to change all that.

Sheriff Jay is endorsed by Maricopa County’s Sheriff Joe. Tough lawman Sheriff Joe has described himself as “probably the only sheriff in the USA who is actually enforcing immigration laws” and Lou Dobbs has called Sheriff Joe a “model for the whole country.” It’s good to know that Sheriff Joe endorses Sheriff Jay.

Sheriff Joe’s stand on illegal immigration: “It’s a crime.” Sheriff Joe says: “The vacancy sign is always on” at his Tent City.

Following in Sheriff Arpaio steps, Sheriff Jay plans to set up tent prisons. “If tents are good enough for our brave men and women serving our country in Afghanistan and Iraq, tent prison overflows can be erected to house our criminals,” Sheriff Jay explains.

Sheriff Jay is determined to restore the rule of law in San Diego County. I think that Officer Zeppetella and Officer Rosas would approve. San Diego County needs Sheriff Jay!

Illegal aliens commit a grossly disproportionate amount of crime, as shown by the fact that fully one out of every three felons in federal prisons is an illegal alien — incarcerated not because of immigration status but solely because of the number of heinous crimes committed.

A county-commissioned study http://www.nctimes.com/articles/2007/09/08/news/top_stories/19_46_779_7_07.txt estimated that illegal immigrants directly cost the county of San Diego and taxpayers $101 million last year [2007], and indirectly cost an additional $155 million in unpaid medical care…. The report estimated that illegal immigrants cost the county roughly $75 million in criminal justice costs, such as jailing and prosecuting, and $26 million in health, social and other costs. These 2007 figures do not include costs directly suffered by Americans: personal and property damage.

Jay La Suer is committed to reversing this crime wave. Sheriff Joe recognizes that effectively dealing with the problem of illegal aliens in San Diego is an integral part of bringing down crime in San Diego County. I support Sheriff Jay because I believe that he will make my family safer!

CHECK THIS OUT, from Jimmy Valentine: “First of all prayers. For Robert Wimer Rosas. His wife. His two year old son. His eleven month old daughter. And then prayers for this slain Border Patrol Agents brothers and sisters as they continue to work to secure our border with civil war ravaged Mexico.

Rosas was murdered in the line of duty along the border in the San Diego sector on Thursday evening. Details of the shooting still developing but we know that Agent Rosas was responding to an alert of an illegal crossing at our border in the Campo area. He responded alone before back up could arrive. We also know that by the time help arrived Agent Rosas was dead…shot several times and left bleeding in the dirt.

I am not going to make this long but allow me a couple of points please.

1) We need to face deadly reality. We are at war along our border with Mexico. Our Agents face well armed drug and human smugglers who place absolutely no value on our lives. Those who traffic across our border today are kin to those who behead their victims in Mexico and display their victims in public places as warning.

2) There is not a commander in either Iraq or Afghanistan that would send a lone trooper or Marine to respond to a security breech or a threat alert. We have to stop thinking like cops when it comes to our border and begin thinking like war fighters.

We need to arm our Agents as we do war fighters. We give them combat-appearing Humvees but they remain outgunned by the invaders.

3) If we are to place Guard troops at the border those Warriors need to be locked and loaded and carry Rules of Engagement that allow direct engagement with deadly force as necessary. The drug killers are not involved in theatrics. They have product to move. You bar their path at your own peril. We need to reverse this mindset.

4) Local law enforcement agencies need to partner with their Border Patrol brethren. There can be no sanctuary. There can be no question about whether to enforce law depending upon whether it is local, state or federal law. County Sheriffs and local Police need to work in harness with Border Patrol Agents and vice versa. Do they not take the same oath of office? Uniform colors may differ but they are sworn to protect.

5) We need zero tolerance when it comes to assaults on our Agents. Rock throwing is not a child’s game. It is a precursor to advanced violence. We allow such attacks with consequence of escalation.

6) We need to start giving benefit of doubt to our Agents. We prosecute Agents for doing their sworn duty. (Nacho Ramos, Jose Compean, Gary Brugman, Gilmer Hernandez ). You are foolish if you think such prosecutions do not impact the mind set of Agents in harms way.

7) And I’d also like to see some response from those who aspire to be the next Sheriff of San Diego County. I checked the web sites of all five candidates on Saturday July 25th two days after the murder of Agent Rosas and there is no reference to the combat death.

And finally I think it is time for us as a community to speak out, support our Agents. We do need to support a fund to provide for immediate and potential needs of Agent Rosas’ family. Perhaps we should attend his memorial out of respect and tribute. And we certainly need to demand immediate action from elected officials at all levels.

We gather to yell and scream about taxes, holding our tea bags high. It may be high time to gather, yell and scream and hold our nations sovereignty above our heads.”

***Well said Jimmy. In fact, I couldn’t have said it better myself. It is time we stand behind and take care or our own!

At this moment in time there are thousands of un-served warrants of arrest for people who are either suspected of committing a crime, failed to post bail, failed to appear in court on their scheduled date or any number of other reasons. These people have little fear of being arrested because of overcrowding in our local county jails. It has been estimated that in today’s dollars the most recently constructed county jail would cost approximately $80+ million. The taxpayers of this county cannot afford to construct another such jail. However the citizens of San Diego County cannot afford to allow persons who have outstanding warrants issued against them to roam our communities without having to answer for their suspected or actual illegal actions
Serving large quantities of outstanding warrants has the potential of returning sizeable sums of money to the County of San Diego. Perhaps the money gained could be utilized for firefighting efforts.

California’s prison system has been grossly overcrowded for many years. As a result of the overcrowding felons have been systematically released back in to our communities. In many areas our crime rates have increased. We must make room in our jails to place these criminals when many of them offend again. The taxpayers simply cannot invest huge sums of tax dollars building new multi-million dollar jails. Yet politicians in Sacramento continuously talk of the early release of felons as the answer to prison over crowding.

In Phoenix, Arizona, Sheriff Joe Arpiao constructed a tent jail in the early 1990’s which first housed 500 inmates. The cost of that jail was approximately $100 thousand. We in San Diego can and must construct such a jail if we are to keep our citizens safe and cut the cost of law enforcement to the taxpayer. Inmates serving time in the Arizona tent jails also provide services to their community. Those serving time in the tent jails have already had their day in court and have been found guilty of the crime they were accused and sentenced to serve a given amount of time by an Arizona court. Some will try to convince the public that tent jails are not legal. This is simply not true. Tent jails are legal and are needed.

Persons who have convicted of committing a crime against society’s law owe a debt to that society. Such debt should include providing a service back to their community, whether it is cutting fire breaks in our back country or any other task they can legally be held to complete.

Our jails currently have areas for inmates to exercise. Many of these exercise area contain large numbers of “free weights” and/or other exercise apparatuses for working out and keeping themselves in good physical shape. This is ridiculous! If you or I wanted to have access to such body building equipment we would either have to purchase it or join a gym with an iniation fee and monthly dues. The citizens should not pay for such elaborate equipment! Inmates should be afforded the opportunity to enjoy physical exercise, it is the law. But, such exercise equipment should not be the cause for the taxpayer to shoulder another tax burden. Inmates should have a minimum of physical exercise equipment allowing them to gain exercise via push ups, sit ups and pull ups. Exercise equipment should be the minimum required by law.

Inmates currently enjoy the opportunity to watch television on expensive television sets. They can watch almost any program they desire. This also must be curtailed. Programs or movies that reflect violence, law enforcement in a negative light, sexually explicit or implied scenes or messages must be stopped. Inmates must realize that they are in custody and cannot enjoy what they once may have enjoyed. They should be allowed to watch only selected programs. For example they may be allowed to watch the news, the weather channel, the discovery channel and perhaps the Disney channel. If they are permitted to watch only a few selected channels they will still be able to enjoy entertainment but not potentially harmful entertainment.

San Diego County must remember that those who have been convicted of a crime must serve their time in custody, not at home with electronic monitoring or simply put back into society on probation to commit another crime. Tent jails will help solve these problems.
