<p>In a stunning turn of events, just days before the California primary,  Sheriff Gore appears to have embellished his FBI exploits. Statements  like “I stormed hijacked planes, I did all that stuff,” could have been  exaggerated and needs further explanation.</p>
<p>The emotional aspects of the San Diego County Sheriff’s race may have  caused Gore, the current appointed caretaker of the Sheriff’s office, to  misspeak or embellish his background as an agent with the FBI.</p>
<p>After dozens of phone calls to verify Sheriff Gore’s days as a young  G-man in the FBI storming hijacked planes and killing bank robbers it  seems it is Gore who has some explaining to do. According to multiple  news stories Sheriff Gore talked about his high flying days in the FBI  in order to shrug off complaints from San Diego Sheriff Opponents Jim  Duffy and Jay LaSuer about his lack of street experience. This game of  one-upmanship have led to more questions than answers</p>
<p>In several recent print articles published in San Diego County, Sheriff  Gore is reported to have offered specific details, regarding his  background in law enforcement, which in turn caused questions to be  asked by many who found inconsistencies in the facts contained in the  articles. And when contacted there were no requests from Gore to correct  the obvious inaccuracies in the articles. In the East County  Magazine story an email was sent from the Sheriff’s Dept. thanking  them for a good story, said Miriam Raftery.</p>
<p>Those asking questions about Sheriff Gore’s comments about his  background were concerned that he may have embellished details regarding  his involvement in two incidents- a 1972 hijacking in Seattle and a  bank robbery in 1978.</p>
<p>Once the details of the background check unfolded, dates did not match  up. In the published articles, Sheriff Gore related his involvement in a  1978 bank robbery and a 1975 hijacking incident both of which occurred  in Washington State.</p>
<p>Sheriff Gore says he stands by his record as a FBI agent and has no  reason to lie about the details to prove anything to the Sheriff  candidates Duffy and LaSuer.</p>

<p>When questioned and asked for specific details regarding his involvement  in the incidents, Sheriff Gore began to validate his involvement by  explaining that the hijacking incident actually occurred in 1973 rather  than the 1975 as reported, and then proceeded to provide news reports.  Both the 1973 and 1975 dates were wrong and the hijacking actually took  place in August of 1972 according to the Seattle Times article  provided by Gore. Further research pointed to the agents involved in the  hijacking as Special Agent Dave Maples and Philip R. Miller from the  Portland FBI office and they were driven to the aircraft by S.A. Martin,  according to the book Society of Former Special Agents of the FBI.</p>
<p>When Gore was asked about the incidents in question, he was combative  and claimed to not remember specific dates and questioned this reporter  as to why a fact check was even needed. However, numerous discrepancies  contained in San Diego news articles made it clear fact checking was  necessary.</p>
<p>Gore described the hijacking event vividly with Raftery of East  County Magazine.</p>
<p>“I helped stop a plane hijacking in 1975 (actually 1972). I was in a  chase car under the plane (not how agents who boarded the aircraft  recall the event), which had landed in Seattle. We came up with a plan  to storm the plane…We convinced the hijacker he needed to put a new crew  on the plane (the hijacker Frank Markoe Sibley requested a new crew  with experience flying across the ocean). We sent in an FBI agent who  had flown military planes (actually two FBI agents boarded the aircraft  both with flight experience) and thought he could bluff his way through,  but we didn’t know the hijacker had been a commercial pilot. He started  quizzing our guy about specs of a 727 and realized he was faking…He  made them [the agents] strip down,” Gore described.</p>
<p>“Our man had a gun in the lining of his jacket and he managed to toss it  down to us (there is no mention of this). The hijacker handcuffed our  agents in the front, instead of behind their backs, big mistake. He put  him up in the pilot’s seat. Our agent dropped a Styrofoam cup or  something pre-arranged…We raised up the gun on a pole and we were  waiting to storm the doors…Sure as hell: boom, boom, boom! Our agent  managed to shoot the hijacker and no one on board got hurt.”</p>
<p>“Then we went back in the terminal. There were 400 people there. To get a  hero’s welcome was definitely a high for a 29-year-old agent (except to  make this story plausible and accurate Gore would have to be 25 as he  was born on July 11, 1947).”</p>
<p>The press contact for the Seattle SeaTac Airport, Perry Cooper (no  relation to DB Cooper he says), searched for details on Gore and came up  empty handed. Longtime newsman and purveyor of Seattle news, Chris  Ingalls of NBC’s King 5 also checked into the story without any  luck.</p>
<p>Seattle’s most infamous hijacking is the DB Cooper case, Cooper stole  $200,000 and jumped out of the plane never to be found his case remains  open in the FBI to this day.</p>
<p>When the FBI was contacted about the airplane hijacking, Seattle agent  Fred Gutt (goot) said the agency doesn’t discuss current or retired  employees with the media. However, the easiest way to confirm the story  would be with the FBI report regarding the hijacking, but according to  several law enforcement agencies the FBI is reluctant to work with any  other agencies and is by far the most secretive operation in the United  States.</p>
<p>Another event in the Seattle region that Gore spoke about was a bank  robbery in which he claims to have shot and killed the robber as he fled  the scene of the crime. Police records regarding the August 24, 1978  robbery indicate the event took place and the bank robber was killed by  FBI agents. Three FBI agents’ names are in the police report; Gore is  not one of them.</p>
<p>This is how Gore remembers the bank heist in Bremerton, Washington.</p>
<p>“It’s not like TV. When you take somebody’s life, it stays with you.  That was in 1978. I was in a shoot-out with a bank robber in Seattle. He  had a pistol. I had a shotgun…We had a tip that the bank was going to  be robbed. I was outside and my wife who was an FBI agent—actually we  were engaged back then&#8211;was inside, posing as a teller. All she heard  was two shots fired outside. There were some tense moments, but the good  guy won,” Gore told East County Magazine.</p>
<p>Similar recounts of the events appeared in the Voices of San Diego and  the San Diego Union Tribune and it is worth pointing out that  the Tribune has endorsed Sheriff Gore’s quest to continue on as Sheriff.</p>
<p>Gore’s academic, military and law enforcement record is certainly  impressive. He finished his undergraduate work at the University of San  Diego in 1969 and somehow picked up a masters at Seattle University,  completed basic navel officer military training, finished a 20-week FBI  training and serve in Kansas City FBI office all before the 1972  hijacking.</p>
<p>Something has to give. Plus, Gore is reported to have said he was 29 at  the time of the hijacking, but he was at least 24/25 which would have  made him a newly-minted FBI agent and it’s highly unlikely the FBI would  let him plan and storm a high-profile hijacking case, according to law  enforcement agents.</p>
<p>San Diego Sheriff Deputy and contender for Gore’s office, Jim Duffy says  he is not critic of Gore’s FBI experience, but it’s his lack of  California Penal code experience. “He has never arrested anybody and he  recently spoke about arresting speeders and it’s unlawful for law  enforcement to arrest speeders. He simply lacks the basic fundamentals  of California law,” says Duffy. “This is where he falls short and it  makes him unsuited for the Sheriff job.”</p>
<p>Gore’s other Sheriff Opponent, Jay LaSuer says, “If these embellishments  are true he (Gore) has tarnished the badge of every law enforcement  officer in this county.”</p>
<p>It looks like the voters have a tough decision in front of them  tomorrow.</p>

<p>9/11</p>
<p>A June 9, 2005 article in The San Diego Union-Tribune, stated that the FBI failed to seize at least 5 opportunities to intercept two 9/11 hijackers before the attacks, including two instances in San Diego County when the terrorists lived with an FBI informant and were befriended by a subject of a previous FBI investigation.</p>
<p>According to a report released by the Justice Department’s Inspector General, the FBI office in San Diego erred by focusing too much on drug investigations before Sept. 11, 2001.</p>
<p>Despite the fact that FBI headquarters had established counter terrorism as a top priority of the FBI in 1998, the San Diego field office was continuing to pursue drug trafficking as its top priority in 2001, the report stated.</p>
<p>The hijackers did not draw attention to themselves while in San Diego. They used the same names known to the intelligence community for all purposes.</p>
<p>One of the terrorist’s names was published in the telephone book!</p>
<p>Another serious FBI breakdown was the agency’s mishandling of a Phoenix FBI agent’s memo two months before 9/11 that outlined the potential for Osama bin Laden to send students to enroll in flight school in preparation for attacking civil aviation targets.</p>
<p>Two of the hijackers on board the airliner that crashed into the Pentagon trained in San Diego.</p>
<p>Mr. Gore was the FBI Special Agent in charge at the San Diego FBI office during this period of time!</p>
<p>This same person, Bill Gore, wants to be the Sheriff in this county.<br />
&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;-</p>
<p>RUBY RIDGE, IDAHO</p>
<p>In August 1992, three people died at a place known as Ruby Ridge, Idaho. Mr. Gore was the Special Agent in Charge at Seattle and was part of the command structure at Ruby Ridge when the FBI command structure changed the Rules of Engagement for the FBI (operating at Ruby Ridge) to basically a “Shoot on Sight” policy. The FBI was attempting to arrest Randy Weaver on a weapons violation charged in a warrant of arrest.</p>
<p>The FBI shooting policy in effect in August 1992 provided: “Agents are not to utilize deadly force against any person except as necessary in self defense or for the defense of another when they have reason to believe that they or another are in serious danger of death or grievous bodily harm. Where feasible a verbal warning should be given before deadly force is applied.”</p>
<p>The rules were changed as follows:<br />
a. “If any adult male in the compound is observed with a weapon prior to the (surrender) announcement, deadly force can and should be employed, if the shot can be taken without endangering any children.”</p>
<p>b. “If any adult in the compound is observed with a weapon after the surrender announcement is made, and is not attempting to surrender, deadly force can and should be employed to neutralize the individual.”</p>
<p>As a result, Vickie Weaver was shot and killed while standing behind the front door of the cabin. She was not holding a gun, she was holding her baby!</p>
<p>News articles report that he (Gore) believed that “Any armed adult (who) emerged from the cabin… would be displaying clear disregard for the lawful demand to lay down arms and surrender.”</p>
<p>He believed that the Rules of Engagement seemed appropriate for the situation at Ruby Ridge. He understood that the Rules made any adult male with a weapon in the Weaver compound the subject of deadly force….</p>
<p>Regardless of whether or not they were a threat.</p>
<p>Mr. Gore never questioned or challenged the policy change or the rest of the leadership team regarding the potential for the unwarranted and unnecessary death of any person who was not a direct threat.</p>
<p>In a CNN report posted on the web on October 14, 1995, the following is stated: “FBI Swat team members told a Senate panel Friday that they were shocked by the “shoot-on-sight” rules in effect during the FBI’s 11 day siege of white separatist Randy Weaver’s cabin in 1992”<br />
“My reaction is ‘you’ve got to be kidding.” agent Donald Kusulas told the committee.</p>
<p>Agent Peter King said that his reaction was “that’s crazy; that’s ridiculous.” and both men testified that they decided not to follow rules which allowed them to shoot on sight at any armed, adult male at the scene.</p>
<p>The U.S. Senate Sub-Committee investigating the events at Ruby Ridge, in their official report, stated, “Ruby Ridge represents a tragic chapter in the history of American law enforcement. The American people expect more and deserve more. If our government is to maintain &#8211; indeed, even deserve the trust of the American people, it cannot fear or avoid the truth.”</p>
<p>The 9th District Court said that the shooting policy was a gross deviation from constitutional principles and a wholly unwarranted return to a lawless and arbitrary wild-west school of law enforcement.</p>
<p>The U.S. Senate Sub-Committee, in their official report, stated “Rules of Engagement cannot eliminate constitutional rights with regard to certain suspects, even if they are particularly dangerous.”</p>
<p>Mr. Gore, when called to testify before the U.S. Senate Sub-Committee investigating the Ruby Ridge incident, used his 5th Amendment right against self incrimination and refused to testify.</p>

Any registered voter in San Diego County may sign a Petition in Lieu of Filing Fee.  You can help by asking your friends, contacts, associates to sign too.  In order to circulate this petition, you must be registered to vote in San Diego County.  This is a non-partisan race, so it does not matter what you or the signer’s Party is.  Simply fill the petitions, then fill out the short form on the back of each petition.  When completed, drop them into the mail to the campaign address below.  Or…</p>
<p>Looking for another way to join Team Sheriff Jay?  On <strong><span style="text-decoration: underline;">Thursday, 18 February, 2010</span></strong><strong></strong>, I and my Campaign Team will be at the Scottish Rite Center (Mission Valley), in the Parking Lot (under the canopies).  Come on by &amp; drop off your completed petitions from 4-7:00pm.  We will have “Sheriff Jay” bumper stickers, t-shirts and yard signs available too!  Just drive thru and sign a petition or drop off your petitions.  How about parking, grab a cup of hot apple cider, introduce yourself, and join the Team!  Jumpin&#8217; Jack Flash will be there playing some great tunes too! Come on down!</p>

			<content:encoded><![CDATA[<p><a rel="attachment wp-att-350" href="http://sheriffjay.org/blog/archives/349/js_banner1"><img class="aligncenter size-medium wp-image-350" title="js_banner1" src="http://sheriffjay.org/blog/wp-content/uploads/2009/11/js_banner1-300x129.gif" alt="js_banner1" width="300" height="129" /></a>I have had the pleasure of attending every debate between the candidates for San Diego County Sheriff.  I have heard some impassioned speeches as well as some politics as usual.  I have gotten to know the candidates so well that I could do my own one-man-show reciting each candidate’s answers and closing statements.  I follow this election because I believe that in San Diego County, there is a lot at stake in this election due to our unique location, political make up, and economic conditions.<br />
The county’s sheriff represents more voters than any other local office.  More than any mayor, congressman, assemblyman, state senator, or county supervisor.  Not only does a sheriff develop policy, but he is responsible for implementing policy.  He is the highest law enforcement officer in the county whose authority supersedes every chief of police.  In San Diego the Sheriff’s Department has to be able to do everything from writing a speeding ticket to protecting our nation’s southern border.  The job of sheriff is a position that requires the ability to lead and not to be led.<br />
With this in mind, let’s talk about the responses from two of the candidates during the Sheriff’s debate regarding three important San Diego County issues:<br />
Las Colinas Jail – This is the women’s jail in the middle of downtown Santee.  Appointed Sheriff William D. Gore is looking to expand this facility from 14 subtle, tucked away acres to 45 property devaluing, eyesore acres in the center of Santee.  When asked why it is necessary to scar the city of Santee with this monstrosity, Mr. Gore said that the environmental impact report recommended it and the County Board voted for it so he has no choice.  This is a great example of shucking responsibility.  It is politics as usual.<br />
Jay La Suer’s answer is that if elected he will stop this expansion because he respects the city of Santee’s mayor and city council who oppose the expansion.  Jay wants to build more jail space, but he wants to do it for a fraction of the cost in the form of secure tent jails.  In his words, “if tents in the desert are good enough for our men in the military overseas, it is certainly good enough to house the incarcerated.”  His stance accomplishes the goal of more jail space without stepping on the toes of the city of Santee and without spending hundreds of millions of dollars from the pockets of county tax payers.  This is leadership.<br />
Carry Concealed Weapons Permit – Mr. Gore and I spoke about this issue over lunch last spring before the debates started.  He told me he was “not the kind of guy who believes just everyone should have a gun.”  After his first debate he got hit hard for his ambivalence on the Second Amendment and lack of knowledge around the issuance of CCWs in California.  He tried to “refine” his response to say that state law prevents him from changing the policy of San Diego County because California is not a “shall issue” state.  His hands are tied.  There is just nothing he can do.  Here again, is an example of shucking responsibility.<br />
Jay LaSuer has stated repeatedly that if you can legally own a gun, are not taking any psychotropic drugs, and are not a felon, you will be issued a CCW permit for the reason of self defense if you wish.  California state law leaves the responsibility up to the County.  The applicant must have “good cause” and leaves that up to interpretation by local authorities.  It is a large responsibility given to the Sheriff to be in charge of issuing CCW permits and it might be easy to just not issue them.  That isn’t how Jay works.  He doesn’t brush it off or blame others; he takes the issue on headfirst and makes sure that the hard work of freedom and liberty is done on behalf of the people of San Diego.  This is leadership.<br />
Illegal Immigration – Mr. Gore says it is not the job of the Sheriff’s Department to enforce immigration law.  He would much rather see ICE and the Border Patrol take care of those laws and leave Sheriff Deputies out of it.  The immigration and border laws are too much for his team of 2400 deputies and his hands are tied.  He simply doesn’t have the manpower to spend on protecting the border.  See the pattern here?  He is again, shucking responsibility.<br />
As Under Sheriff, Jay had a “handshake deal” with the Border Patrol to cooperate with and enforce immigration law.  Deputies spend a lot of time in rural, border areas and are frequently in the best place to confront and stop illegal immigration.  Nobody wants bad people coming over the border to harm us and nobody wants the devastatingly poor to risk their life in a hostile desert in order to come to America.  Through a policy of coordination and a little elbow grease, Jay helped to solve the problem rather than avoid it.  This is leadership.<br />
It is much easier to just blame others when a problem arises.  Mr. Gore has a long track record of pointing the finger.  At Ruby Ridge his sniper’s bullet ended an innocent life, but because his lawyer advised him not to testify, he said he couldn’t.  Before 9/11 he was told to concentrate his San Diego FBI field office on terrorism, but when it came out that three of the terrorists were living in Mr. Gores back yard and he was unable to catch them, he blamed the CIA for not keeping him informed.  And now we have his excuses from the campaign stump.  It is always someone else’s fault with Mr. Gore.  Is this the kind of leadership we want in San Diego in such a high position?<br />
We need leadership.  We deserve a leader.  Jay La Suer’s track record as Under Sheriff, on the La Mesa City Council, and in the Assembly is as strong as it gets.  Jay doesn’t let things happen around him; he leads those around him to good decisions.  It is this quality…the very definition of leadership…that makes Jay La Suer the best man for the job of San Diego County Sheriff.  I hope you take this into consideration in June 2010 as you vote for a new sheriff.</p>

<p>San Diego Sheriff candidate- and former Chief of Staff for republican Ron Roberts- JIM DUFFY appeared as a guest on my show last night and dropped what some may call a bombshell.</p>
<p>When asked if he would position himself &#8220;to the left or to the right of opponent Bill Gore&#8221; Duffy said:</p>
<p><span style="text-decoration: underline;"><em><strong><span style="color: #ff0000;">&#8220;Definitely to the left of Bill Gore. In fact I will be to the left of all other candidates&#8221;.</span></strong></em></span></p>
<p>When asked to give examples on which issues he will be on the left, none were offered.</p>
<p>Interestingly, Duffy supports permits for concealed weapons and using the local Sheriff&#8217;s department to enforce federal illegal immigration law.</p>

			<content:encoded><![CDATA[<p>Last week I was contacted by a reporter to give my opinion of the Las Colinas prison expansion in Santee.  My first thought was that she really just wanted a local Santee resident to give a dreary, typical comment like “I don’t think I want to live next to a 45 acre jail”.  Instead this was my response:</p>
<p>Thank you for contacting me.  Let me start out by giving you a little background.  My wife and I moved to Santee a year ago and now own a home walking distance from the prison.  We were first time home buyers and liked that Santee had little crime, a fantastic history of managing their city finances, and a trolley stop.  The existing 14 acre prison was a concern when we moved in, but neighbors said it was no big deal.  We are both totally against the expansion because it will ruin the look and functionality of downtown Santee, it will negatively affect the price of our home, and it will bring a bad element into a very nice, low crime town.  But this issue is much bigger than just not wanting a bigger prison.<br />
I have met with appointed Sheriff Bill Gore and talked to him about the expansion plans specifically.  He told me it is important to rehabilitate the women inmates and the only way to do this is with this planned $300 million facility that includes training in sewing and farming.  When I asked him why it was not a better idea to sell the county land to developers and use that money to build elsewhere, he laughed and told me he was tempted to dare Santee Mayor Vopel to come up with $45 million for that land. (Meaning $1 million dollar an acre)  He asked me if I knew how land prices were these days and I told him I had just purchased a house…a house whose worth would be negatively affected by a 45 acre prison within walking distance.  He said that the jail was there first and the people of Santee need to “deal with it”.<br />
Keep in mind that this is a jail…not a prison.  This means the women he intends to rehabilitate by teaching how to farm and sew will not be in that facility for more than a year because if their sentence is longer than a year, they go to a state facility.  Also keep in mind that appointed Sheriff Bill Gore was an agent in charge at Ruby Ridge (<a href="#http://en.wikipedia.org/wiki/Ruby_Ridge ">#http://en.wikipedia.org/wiki/Ruby_Ridge </a>) and was one of the men who changed the FBI’s order to their snipers to a shoot-anything-that-moves policy.  This change resulted in the death of an unarmed woman who was holding her baby.  She was shot in the back of the head while standing inside her home behind a door.  When he was later questioned in court, he chose to use his 5th Amendment right to avoid incriminating himself.  It is not surprising he has little regard for the opinions or well-being of San Diego citizens let alone elected officials.<br />
There is one candidate for Sheriff who has a history of listening to the needs of voters, of fighting for responsible government spending, and is totally against this expansion: Jay LaSuer.  I hosted an event in my home two weeks ago and had the city of Santee come give me neighbors some information on the expansion.  Jay LaSuer attended just to listen to what the city of Santee had to say.  His comment to me after the presentation was “this is even worse than I thought”.<br />
Santee’s Vice Mayor Brian Jones also attended.  He told us he had a public debate with one of the assistant sheriffs scheduled about this expansion, but the County has placed a gag order on all employees when it comes to Las Colinas.<br />
This story is much more than just a jail expansion.  This is a story on the proper use of tax dollars and an appointed Sheriff with no regard for the people he wants to vote for him.  This is a story about the arrogance of elected officials.  This is a story of government irresponsibly spending tax money.  It is a waste of tax dollars for everyone who pays taxes in San Diego County.  On the surface this issue seems like a Santee issue, but it is an issue with county wide implications.  If the County moves forwards with the recommendations from appointed Sheriff Bill Gore, the expansion will lower the value of surrounding County owned land and negatively affect the County’s assets.  It will cost hundreds of millions of tax payer money to build, and it will cause the County to miss out on tens of millions in proceeds from the sale of land to developers.<br />

<p>San Diego County could easily upgrade the Las Colinas facility into a booking station and then ship the inmates by bus to a facility like the Otay Mesa facility that will be available in just a couple years.  There are a number of other solutions and all are better than putting a huge prison in the center of a developing town and spending hundreds of millions to do it.</p>
<p>To sum up&#8230;my opinion is that this stinks from top to bottom.  There is no bright side for anyone here.  It should be stopped.  JUST SAY NO!!!</p>

The creep Adrian Camacho, the illegal alien Oceanside gang member, had been convicted on numerous felonies, and had been deported once before! Too bad the Oceanside Police Department and the San Diego County Sheriff’s Office were not interested in illegal aliens. Too bad that San Diego does not have an effective program designed to locate, arrest, and deport illegal aliens. Maybe if they had, late Officer Zeppetella’s widow would not have lost her beloved husband and late Officer Zeppetella’s six-month old child would not have lost its father. Thirteen bullets&#8230;.</p>
<p>It didn&#8217;t take 13 bullets to execute Border Patrol Officer Roberto Rosas, but he&#8217;s just as dead as Officer Zeppetella. Border Patrol Officer Roberto Rosas, who was buried in El Centro Friday, leaves behind a young widow and two infant children. Why? Because illegal aliens know that San Diego County law enforcement &#8212; including the present Sheriff &#8212; looks the other way when it comes to illegal activity by Mexicans.</p>
<p>Sheriff Jay wants to change all that.</p>
<p>Sheriff Jay is endorsed by Maricopa County&#8217;s Sheriff Joe. Tough lawman Sheriff Joe has described himself as &#8220;probably the only sheriff in the USA who is actually enforcing immigration laws&#8221; and Lou Dobbs has called Sheriff Joe a &#8220;model for the whole country.&#8221; It&#8217;s good to know that Sheriff Joe endorses Sheriff Jay.</p>
<p>Sheriff Joe&#8217;s stand on illegal immigration: &#8220;It&#8217;s a crime.&#8221; Sheriff Joe says: &#8220;The vacancy sign is always on&#8221; at his Tent City.</p>
<p>Following in Sheriff Arpaio steps, Sheriff Jay plans to set up tent prisons. “If tents are good enough for our brave men and women serving our country in Afghanistan and Iraq, tent prison overflows can be erected to house our criminals,” Sheriff Jay explains.</p>
<p>Sheriff Jay is determined to restore the rule of law in San Diego County. I think that Officer Zeppetella and Officer Rosas would approve. San Diego County needs Sheriff Jay!</p>

			<content:encoded><![CDATA[<p>The next <strong>Sheriff of San Diego County</strong> has an obligation and duty to the citizens to review the annual costs and expenses experienced by the Sheriff’s Department. Regardless of where you live in the County of San Diego, whether in an incorporated city or in a rural or unincorporated area of the county you pay taxes to support the Sheriff’s Department. You also have the right to vote for the next Sheriff.</p>
<p>At this moment in time there are thousands of un-served warrants of arrest for people who are either suspected of committing a crime, failed to post bail, failed to appear in court on their scheduled date or any number of other reasons. These people have little fear of being arrested because of overcrowding in our local county jails. It has been estimated that in today’s dollars the most recently constructed county jail would cost approximately $80+ million. The taxpayers of this county cannot afford to construct another such jail. However the citizens of San Diego County cannot afford to allow persons who have outstanding warrants issued against them to roam our communities without having to answer for their suspected or actual illegal actions<br />
Serving large quantities of outstanding warrants has the potential of returning sizeable sums of money to the County of San Diego. Perhaps the money gained could be utilized for firefighting efforts.</p>
<p>California’s prison system has been grossly overcrowded for many years. As a result of the overcrowding felons have been systematically released back in to our communities. In many areas our crime rates have increased. We must make room in our jails to place these criminals when many of them offend again. The taxpayers simply cannot invest huge sums of tax dollars building new multi-million dollar jails. Yet politicians in Sacramento continuously talk of the early release of felons as the answer to prison over crowding.</p>
<p>In Phoenix, Arizona, Sheriff Joe Arpiao constructed a tent jail in the early 1990’s which first housed 500 inmates. The cost of that jail was approximately $100 thousand. We in San Diego can and must construct such a jail if we are to keep our citizens safe and cut the cost of law enforcement to the taxpayer. Inmates serving time in the Arizona tent jails also provide services to their community. Those serving time in the tent jails have already had their day in court and have been found guilty of the crime they were accused and sentenced to serve a given amount of time by an Arizona court. Some will try to convince the public that tent jails are not legal. This is simply not true. Tent jails are legal and are needed.</p>
<p>Persons who have convicted of committing a crime against society’s law owe a debt to that society. Such debt should include providing a service back to their community, whether it is cutting fire breaks in our back country or any other task they can legally be held to complete.</p>
<p>Our jails currently have areas for inmates to exercise. Many of these exercise area contain large numbers of “free weights” and/or other exercise apparatuses for working out and keeping themselves in good physical shape. This is ridiculous! If you or I wanted to have access to such body building equipment we would either have to purchase it or join a gym with an iniation fee and monthly dues. The citizens should not pay for such elaborate equipment! Inmates should be afforded the opportunity to enjoy physical exercise, it is the law. But, such exercise equipment should not be the cause for the taxpayer to shoulder another tax burden. Inmates should have a minimum of physical exercise equipment allowing them to gain exercise via push ups, sit ups and pull ups. Exercise equipment should be the minimum required by law.</p>
<p>Inmates currently enjoy the opportunity to watch television on expensive television sets. They can watch almost any program they desire. This also must be curtailed. Programs or movies that reflect violence, law enforcement in a negative light, sexually explicit or implied scenes or messages must be stopped. Inmates must realize that they are in custody and cannot enjoy what they once may have enjoyed. They should be allowed to watch only selected programs. For example they may be allowed to watch the news, the weather channel, the discovery channel and perhaps the Disney channel. If they are permitted to watch only a few selected channels they will still be able to enjoy entertainment but not potentially harmful entertainment.</p>
<p>San Diego County must remember that those who have been convicted of a crime must serve their time in custody, not at home with electronic monitoring or simply put back into society on probation to commit another crime. Tent jails will help solve these problems. </p>
